Sitka’s renewal application for a 2017 Walk Friendly Communities designation has been submitted

Walk Sitka has submitted its renewal application for a 2017 Walk Friendly Communities award designation. The application period closed on Thursday, June 15, and results will be announced in a few months. In 2013, Sitka earned a Bronze Level WFC designation, and we’re hoping to move up to Silver or Gold this year.

Applying for a Walk Friendly Communities designation was one of three community wellness projects chosen at the 2012 Sitka Health Summit. By going through this national award application process we hoped to gain a better handle on the status of walking in Sitka and what we can do to improve it. We feel there have been many improvements to walking in Sitka just in the past year, with the launch of many walking programs (Park Prescriptions, Sitka Trail Works weekend hikes, Senior Hiking Club, etc.), the construction on the Sitka Sea Walk and upcoming expansions, continued construction on the Cross Trail and other Sitka Trail Works projects, and more.

The 72-page community assessment tool, which helps communities fill out the application, has nine sections — Community Profile, Status of Walking, Planning, Education and Encouragement, Engineering, Enforcement, Evaluation and Additional Questions. Once submitted, the actual application printed out at 40 pages.

A copy of our 2013 and 2017 applications are posted below, along with our 2013 report card from the WFC program. Feel free to review it and let us know ways we can make Sitka more walk friendly. So far, Sitka is the only community in Alaska to earn a Bronze Level or higher Walk Friendly Communities designation (Juneau received an honorable mention in 2010). Sitka Comprehensive Plan open house on June 6 includes training for upcoming bike/pedestrian count

There will be a “Planning Our Future Together” open house from 5-8 p.m. on Tuesday, June 6, for the Sitka 2030 Comprehensive Plan project, and part of that open house includes training for a bicyclist and pedestrian count on Tuesday, June 13. The open house will be set up so you can stay for 15 minutes or the full three hours, depending upon your interest in the topics.

Over the past year or so, the Sitka Planning Commission, city planners and contractor Barbara Sheinberg have been working on an update of the Sitka Comprehensive Plan, which was last updated in 2007. They have been working on the plan by topics, with the first Planning Commission meeting each month usually devoted to one topic from the plan.

The open house will feature updates on three sections of the comprehensive plan — Transportation; History, Culture and Arts; and Parks, Trails and Recreation — and residents will be able to vote on the actions they favor. There also will be an introduction to the S-MAP, an idea wall where people can draw “Ideas For A Better Sitka,” and a haiku contest where you can win a $100 gift card. Oh, yeah, there also will be pizza.

In addition, there will be short 10-minute training sessions for the Sitka bicyclist and pedestrian count scheduled for Tuesday, June 13. This bike/ped count will give city planners information about how many people are biking or walking to get around downtown Sitka.

From 6 a.m. to 7 p.m. on June 13, Sitka residents will take one-hour shifts to count walkers and bikers at two major intersections in Sitka. This information will help Sitka obtain funding for safety improvements. It also will provide data so Sitka can track changes over time in the number of people who are biking and walking in Sitka. According to the American Community Survey from the U.S. Census Bureau, Sitka has 5.2 percent of its residents who commute to work by bike and 15.1 percent who commute to work by walking. But Tuesday, June 13, is a cruise ship day, when there will be more bikers and walkers out than usual and this will help us be able to tell if our infrastructure can handle the extra people.

Alaska Region of the U.S. Forest Service invites public to help identify priority trail maintenance work

JUNEAU, Alaska – The Alaska Region is inviting the public to help identify trails that will be part of a U.S. Forest Service effort with partners and volunteers to increase the pace of trail maintenance.

Nationwide, the Forest Service will select nine to 15 priority areas among its nine regions where a backlog in trail maintenance contributed to reduced access, potential harm to natural resources or trail users and/or has the potential for increased future deferred maintenance costs.

“We look forward to receiving public comments identifying trails in need of maintenance that partners and volunteers are ready to support on the Chugach and Tongass National Forests,” said Becky Nourse, Acting Regional Forester of the Alaska Region. “Trail users and other members of the public can provide important feedback that will help us prioritize our trail maintenance efforts.”

The Alaska Region has until April 20 to submit at least three regional proposals to National Headquarters. Those proposals will be weighed against proposals submitted by other Forest Service regions.

The trail maintenance effort is outlined in the National Forest System Trails Stewardship Act of 2016 and aims to increase trail maintenance by volunteers and partners by 100% by the end of 2021.

The selected sites will be part of the initial focus that will include a mosaic of areas with known trail maintenance needs that include areas near urban and remote areas, such as wilderness, are of varying sizes and trail lengths, are motorized and non-motorized, and those that incorporate a varied combination of partner and volunteer approaches and solutions.

The Forest Service manages more than 158,000 miles of trail – the largest trail system in the nation – providing motorized and non-motorized trail access across 154 national forests and grasslands. These Forest Service trails are well-loved and highly used with more than 84 million trail visits annually, helping to support mostly rural economies.

The Forest Service receives widespread support from tens of thousands of volunteers and partners each year who, in 2015, contributed nearly 1.4 million hours – a value of about $31.6 million – in maintenance and repair of nearly 30,000 miles of trails.

However, limited funding compounded by the rising cost of wildfire operations, has reduced the Forest Service’s ability to meet all of the agency’s standards for safety, quality recreation and economic and environmental sustainability.

Walk Sitka to meet on Jan. 17 to begin work on Walk Friendly Communities renewal application

WFC_LogoWant to help make Sitka a better place for walkers? Walk Sitka will meet from 6-7:30 p.m. on Tuesday, Jan. 17, at the Sitka Public Library (Gus Adams meeting room) to begin work on our Walk Friendly Communities program renewal application.

In October 2013, Sitka became the first (and currently only) city in Alaska to earn a Bronze level or higher Walk Friendly Communities designation. We earned a Bronze level in 2013, so let’s see if we can improve to the Silver or Gold level in 2017.

Over the past few years, Sitka has seen the completion of the Sitka Sea Walk, an expansion to the Cross Trail, a new multi-use pathway at the end of Sawmill Creek Road, and several other infrastructure improvements. Over the last few months, Sitka has received funding awards to build the second phase of the Sitka Sea Walk and the sixth phase of the Cross Trail, and the Alaska Department of Transportation and Public Facilities is getting ready to redo a section of Sawmill Creek Road from the roundabout to Jeff Davis Street to make it friendlier for walkers and bikers (good bye power poles in the middle of the sidewalk). We also have had more education about being visible while walking and a cellphone ban while driving to promote safety, and launched the Park Prescriptions program at Sitka National Historical Park and other hiking/walking clubs to encourage people to walk.

During this meeting, we will start to list our improvements since our last application, and we will look for areas where we can improve our community to make it easier for people to walk.

Sitka Planning Commission to discuss Sitka Comprehensive Plan, Katlian walkability on Aug. 2

Thumb_DigitalLogo2016422110743The Sitka Planning Commission will discuss the 2030 Sitka Comprehensive Plan during its meeting from 7-9 p.m. on Tuesday, Aug. 2, at the Alaska Native Brotherhood Founders Hall (235 Katlian Street).

In addition, the meeting agenda includes looking at a policy for acquisition, disposal and retention of municipally owned land, and the group will break into teams to conduct a walkability assessment on Katlian Street.

Improving the walkability of Katlian Street has been a community wellness goal since the 2014 Sitka Health Summit, when the Celebrate Katlian Street: A Vibrant Community group was created. In addition to improving the walkability of Katlian Street, the group also has been trying to improve business opportunities and is working on a historical district application.

In May 2015, federal, state and city officials conducted several walkability and bikeability assessments around Sitka, including on Katlian Street. A walkability assessment looks at a variety of conditions, such as the condition of the sidewalk pavement (is it fractured, is it wide enough, are there power poles blocking wheelchairs), how the sidewalks link different communities (including those higher on the hill above Katlian), how is the land along the street being used (residential, industrial, business, etc.), how inviting the area is to walking, how safe is it for walking, etc. More details are in the document attached below.

Edgecumbe Drive Reconstruction Project nearing completion, with a safer biking and walking path

The article also highlighted the safer biking and walking facilities on the mile-long stretch of road, which include safer crosswalks, a multi-use path, and Sitka’s second roundabout (or third, if you count the one around St. Michael’s Russian Orthodox Cathedral).

The project includes a new 10-foot-wide multi-use path on one side of the street for pedestrians and cyclists. The path is intended to provide a safe route for slow-moving bikes and pedestrians to travel. Edgecumbe Drive’s proximity to Keet Gooshi Heen Elementary School was a major driver in the decision to provide this pedestrian amenity.

The new separated multi-use path replaces a narrow bike path on the downhill side of the roadway. The now-10-foot-wide path, which uses space from the narrowed traffic lanes, will be shared by cyclists and walkers.

“We didn’t like it because it encouraged wrong-way bike travel,” David Longtin, senior engineer with the City and Borough of Sitka Public Works Department, told the Sentinel. “People wanted to use the bike path, but when they were heading north then they were on the wrong side of the road, and that’s something we wanted to eliminate.”

City and state law require bicyclists to ride on the right side of the road, with traffic, for safety reasons. Walkers are to walk on the left side of the road, opposing traffic, when there isn’t a sidewalk or multi-use path available. Cyclists traveling at traffic speed can use the road, but should ride on the right side.

Longtin said paving on the path may start as soon as Saturday, if weather cooperates. Paving the main road will follow after the path is completed. Longtin told the Daily Sitka Sentinel that the construction crews can pave about 150 linear feet per hour, so the whole street should be paved within a week, depending on the weather.

Another new feature is a roundabout near the top of Kimsham Street, near where Edgecumbe Drive, Washusetts, Kimsham, and private driveway meet. The roundabout was added to the plans about a month ago, and it replaces the five-way intersection originally in the plans. While there is some increased cost ($140,000 to the $4.6 million project), Longtin said the roundabout will be a safer alternative. Roundabouts reduce collisions by 37 percent and fatal wrecks by 90 percent compared to intersections controlled by stop signs, according to Federal Highway Administration studies.

“It’ll cost some, but we feel it’ll be a good safety improvement and it’ll keep traffic moving,” Longtin said. “There’s fewer collisions and when there is a collision it’s more of a glancing blow than a t-bone collision.”

Other safety improvements from the project include bulb-outs at the Edgecumbe Drive crosswalks near Keet Gooshi Heen Elementary School (which narrow the traffic lanes near intersections to slow cars and make it a shorter distance for pedestrians to cross), and rectangular rapid-flash beacons to to warn drivers of the crosswalk. There also will be buttons on all four corners of the intersection that will light the beacons so drivers know somebody is about to use the crosswalk. These traffic lights are powered by solar panels designed for Sitka’s latitude and light conditions.
